Dog Whispers by Ian John Coubrough

 Fourteen-year-old Christian Price and thirteen-year-old pet psychic, Akira Johansen, are determined to locate a horrific puppy mill in St. Augustine and shut it down.

 When they discover Rudi Pazzo, a man running for mayor is involved with the puppy mill, they decide to take action. Christian and Akira expose Pazzo’s unscrupulous practices in hopes of rescuing the dogs at the pet farm.
